install-agent: download the standalone agent artifact

XUI_URL default switches from x-ui-linux-<arch> (panel binary) to
x-ui-agent-linux-<arch>; RELEASE_BASE mechanism unchanged. The new
asset exists from the first split release on — bumping RELEASE_BASE
stays a release-step action.
